Do I Need an EPC to Sell My House? Birmingham Seller's Guide
Yes. In England and Wales you must commission an EPC before your home goes on the market, unless it already has one that is less than 10 years old. Check the free government register first. If there is no valid certificate, book an assessment before listing, because your estate agent cannot market the property until one has been commissioned.
This guide is for Birmingham and West Midlands homeowners, executors and landlords selling a house or flat. It covers when you need an EPC, when you can reuse an old one, the common situations sellers ask about, and what happens if you do not have one. It explains the rules for England and Wales. Scotland has its own requirements.
The rules in plain English
- Before marketing: commission an EPC if no valid one exists. The government guide says to use all reasonable efforts to obtain it within 7 days, with a further 21 days allowed if that is not possible.
- Your agent checks: an estate agent must be satisfied that an EPC has been commissioned before putting the property on the market.
- Adverts show the rating: the energy rating (for example, D) must be stated in adverts. The full certificate does not need to be displayed.
- Buyers get a copy: make the EPC available to anyone who asks for details or a viewing, and give a copy free of charge to the eventual buyer.
- It lasts 10 years: a valid EPC can be reused for any number of sales and lettings within that period.
Step 1: check whether you already have a valid EPC
Search your postcode on the find an energy certificate service. It is free and shows every certificate lodged for the address, with its rating and expiry date. Only the most recent certificate counts.
If it is still valid, you do not legally need a new one. You may still choose to replace it if you have since added insulation, a new boiler or better heating controls, because the old certificate will not show those improvements to buyers. Our D to C guide explains which improvements usually count.

Do I need an EPC in my situation?
| Situation | EPC needed? | Note |
|---|---|---|
| Selling through an estate agent | Yes | The agent must be satisfied an EPC has been commissioned before marketing. |
| Selling privately or online | Yes | The same rules apply without an agent. You are responsible. |
| Selling to a cash buyer | Yes | How the buyer pays does not change the rule. |
| Selling at auction | Yes | Auction listings are marketing. |
| Probate or inherited property | Yes, if marketed | The executor or seller arranges it before marketing. |
| Selling with tenants in place | Yes | A valid EPC from the tenancy can be reused if under 10 years old. |
| Valid EPC under 10 years old | No new one needed | Reuse it, or replace it if you have improved the home. |
| Some listed buildings | Check first | Only where energy works would unacceptably alter the character. Not automatic. |
The gov.uk exemptions list also covers temporary buildings, stand-alone buildings under 50 square metres, some buildings due for demolition, places of worship and homes used less than 4 months a year. Most ordinary houses and flats are not exempt.
What if I sell without one?
Trading Standards enforce the rules and can issue a £200 fixed penalty for a home. The government's guidance also says a missing rating in an advert can lead to a £200 fine per advertisement. In practice the bigger problem is delay: most agents will not list the property, and buyers' solicitors will ask for the certificate.
Does the EPC rating affect my sale?
There is no minimum rating for selling. The rating still matters to some buyers:
- Landlords buying to let must meet the minimum standard for renting, currently E, with a higher standard announced for 2030. See our MEES 2030 guide.
- Buyers comparing running costs use the certificate's estimated energy costs and recommendations.
- Some lenders offer green mortgage products for more efficient homes.
An accurate certificate helps. Have proof of hidden improvements ready for the visit, such as a cavity wall guarantee or loft insulation invoices, so the assessor can record them. Our assessor visit guide lists what to prepare.

Frequently asked questions
Do I need an EPC to sell my house?
Yes, in England and Wales. You must have commissioned an EPC before the property is marketed, unless it already has a valid one or an exemption applies.
Do I need a new EPC if my current one is still valid?
No. An EPC lasts 10 years and can be reused for any number of sales or lettings in that time. Check the free government register before paying for a new one.
Can I sell a house with an expired EPC?
Not without commissioning a new one first. An expired certificate does not count, so book an assessment before the property goes on the market.
Is there a minimum EPC rating to sell a house?
No. There is no minimum rating for selling. Minimum ratings apply to letting, so a buyer who plans to rent the property out will look closely at it.
Do I need an EPC if I sell to a cash buyer or at auction?
Yes. The requirement comes from marketing the property for sale, not from how the buyer pays. Auction and cash sales still need one.
What is the fine for not having an EPC when selling?
Trading Standards can issue a £200 fixed penalty for a home. Government guidance also says failing to show the rating in an advert can lead to a £200 fine per advertisement.
